The governments of Papua New Guinea and Bougainville have agreed on enlisting a moderator to progress talks on a 2019 independence referendum. 

Bougainville president Ishmael Toroama and PNG Prime Minister James Marape have agreed that the moderator will be funded by the United Nations.

Bougainvilleans voted overwhelmingly for independence from PNG in a non-binding referendum in 2019, but it has yet to be ratified in PNG's parliament.

Bougainville seeks to be independent by 2027.
